PART 1 is a statistical analysis originally issued by the U.S. General Accounting Office (GAO) on the factors that affected uncounted votes in the 2000 presidential election, including the limitations of certain types of voting equipment in rendering a complete and accurate vote count following the 2000 presidential election.    PART 2 is a case study originally prepared for Rep. Henry A.
