This work contains the largest collection of private claims ever published, listing about 60,000 claims for compensation from the U.S. Government for the period 1789-1849. Many of the claims were for Revolutionary War service, such as invalid claims, and for War of 1812 and other military services, including compensation and indemnity for supplies and services. Other claims were for confirmation of title to land in Louisiana, Mississippi Territory, and Michigan; bounty lands in Illinois and Indiana; and for various services performed for the U.S. Government, such as transportation of the mail, delivery of hospital equipment, etc. The entries are arranged alphabetically by the name of the claimant, with information in tabular form such as nature of the claim, where presented, and action taken. Our publication is a reprint of the 1853 edition, which was printed as House Miscellaneous Documents, Series 653-655.

Travel agents provide a service that most Americans take for granted. Unlike many other businesses, most Americans do not have daily contact with travel agents. We often forget that travel agents play a vital role in ensuring that Americans reach their intended destinations. They are a critical small business in many American communities. This Congressional hearing exams issues that are affecting the financial viability of the travel agency business. Technology has progressed to the point where many consumers are no longer using travel agents to purchase tickets or plan their holidays; rather they are using the Internet to investigate fares, see pictures of resorts and make reservations. New companies such as OneTravel.com and Orbitz were formed to take advantage of this new technology. This new technology even has affected how the federal government contracts for the provision of travel agency services. If there are cheaper and better ways for businesses to provide services than through travel agents, then the market has spoken. Travel agents will have to adapt to the changing economy just as many other small businesses have in the information age.

In the quest for new and inexhaustible sources of energy, solar energy has become a promising contender. However, several factors prevent solar energy from falling freely into the Earth's surface, leading to the concept of collecting solar energy in space and beaming the energy to receiving units on the ground. Studies to date have not identified any barriers with regard to technical feasibility, and discussions with a number of respected scientists were told there are no scientific breakthroughs required. Yet solar power satellites do represent very large engineering endeavor. There are serious technical, environmental, economic, and other issues which require technology verification for resolution. These 1979 Congressional hearings presented a wealth of information from technical societies, cognizant Federal agencies, environmental groups, and the originator of the concept.

Transcripts of the first congressional hearing on a very exciting and a complex new technology application. Radio Frequency Identification, or RFID, as it is commonly known, is frankly a World War II-era technology that has begun to find new commercial and government application in just the last few years. In basic terms, the most common commercial application of RFID used radio waves to transmit data from a transmitting device called a ''tag'' to a scanning device called a "reader" which can be networked with a computer data base. These RFID tags can be attached to products and packaging individually. Readers are able to activate tags via radio signals and receive tag data without "line-of-sight" scanning, which is a limitation for the common barcode. In terms of the data embedded in the tags, work is being done to develop common standards known as the Electronic Products Code or "EPC" to create unique numerical identifiers for individual items. This would allow RFID readers to receive EPC data from tags on items and products that can be matched through a data base for identification and for other purposes. This is a global effort and, in theory, could lead to a seamless supply chain and logistics management in global trade. While still far off, such possibilities have led some to comment that because EPC identifies a product much like an IP address identifies a computer, RFID and EPC, in effect, are creating an internet for physical items rather than just for data. For manufacturing and retail applications, RFID technology is gradually being rolled out for tracking large bulk containers and pallets along the supply chain. And if technical and cost feasibility issues can be addressed, RFID readers, for example, could have the ability to read instantaneously not only pallets but also each unique individual product they contain. This could be done without having to unload any product contents, with inventory being updated in real time. Forecasting would become obsolete, shelves would always be stocked with the most popular brands, and cost savings would be passed on to the consumer. Now this is just one future possibility. Currently, RFID technology is being used in such diverse applications as automatic traffic tolls, and in anti-theft immobilizers on the latest automobiles. There also are plans to use RFID technology for counterfeit drug detection as well as tracking port cargo and hazardous substances for homeland security purposes. One possible future application that seems to generate excitement for anyone who has ever stood endless in line at the grocery store, involves using readers at checkout. In this application, readers placed at checkouts would allow customers to pass straight through with their RFID tagged items loaded in their shopping carts. Customer accounts would be automatically updated leaving them free to head straight for the parking lot - without even stopping for so much as a candy bar at the checkout or buying that little magazine.

Since its creation in 2008, SIGAR has issued 37 inspection reports examining 45 DOD reconstruction projects with a combined value of about $1.1 billion. The projects were located in 15 of Afghanistan's 34 provinces, and included 16 Afghan National Police (ANP) and 13 Afghan National Army (ANA) bases, 5 schools, 3 medical facilities, 3 incinerator locations, 2 storage facilities, 1 road, 1 bridge, and 1 electrical plant. These projects do not constitute a representative sample of all DOD reconstruction projects. As a result, we do not use our findings to draw conclusions about the full population of DOD reconstruction projects. However, our findings provide valuable insight into the varying quality of projects that exist and the reasons for these project outcomes. Figure 1 shows the location of each of the 45 DOD reconstruction projects we inspected.

This three-part report, ELECTION 2000: Uncounted Votes & Election Reform, covers a number of vital issues raised concerning the U.S. presidential election process.     PART 1 is a statistical analysis originally issued by the U.S. General Accounting Office (GAO) on the factors that affected uncounted votes in the 2000 presidential election, including the limitations of certain types of voting equipment in rendering a complete and accurate vote count following the 2000 presidential election.    PART 2 is a case study originally prepared for Rep. Henry A. Waxman (D-CA) by the Special Investigations Division of the Committee on Government Reform, which details election reform in the Detroit and the new voting technology that significantly reduced uncounted ballots in Election 2000.    PART 3 contains summaries of election procedures by state as well as the types of voting machines and other voting methods used by each state.  It also describes state recount and contest procedures including deadlines for initiating such proceedings.  Part 3 of this report was prepared by various members of the U.S. House of Representatives' Minority Staff of the Committee on Government Reform.
