The European banking sector consolidated at a rapid pace throughout the 1990s. It was pushed along by several concurrent factors: the deregulation of banking activities, the further integration of the European financial market, financial globalization, technological and financial innovations, the imperative of value creation, and the introduction of the euro. Far from slowing down, this consolidation process is expected to accelerate over the coming years. This book examines the performance of mergers and acquisitions (M&amp;As) in the banking industry in Europe and introduces a new conceptual approach for assessing the phenomenon. The results show that the economic and financial performance of a banking M&amp;A depends on its underlying strategy. This strategy is based on two factors: a bank's initial activities and its geographical reach. The book demonstrates that achieving the optimal combination of these two factors is critical to the success or failure of an M&amp;A.

Many experts have highlighted the inadequacy of the present EU budget to fulfill its objectives. The "full, wide ranging review" of the EU budget requested by the European Council in December 2005, and due to be finalized in 200809, is at once an opportunity and a difficult challenge, unpredictable in its outcome. This book deals with the main weaknesses of the EU's finances and tries to explain their originating factors. It also identifies three reforms which seem to be a precondition for progress. These reforms are the establishment of one single revenue system for all member states; the clear identification of specific and verifiable objectives for the programs financed; and, finally, the achievement of full accountability through a single responsibility for implementation of the budget.

After the adoption of legally binding targets to address climate change, energy security, and competitiveness, the 27 member states are now turning their attention toward implementation of these targets. However, with an unfinished internal market for gas and electricity and with member states continuing to focus on bilateral energy relationships with supplier countries, the EU is still at the very beginning of a common EU energy policy. This book contributes to the debate about an emerging "first generation" EU energy policy. It identifies policy areas that are expected to benefit most from deeper EU integration--where the European added-value is expected to be greatest--and offers recommendations on how such integration could be achieved.
