Recognizing that its policies in nondevelopment areas (such as trade, energy, and migration) can profoundly affect the poor in developing countries, the EU has established the principle of "policy coherence for development" to achieve more effective development cooperation.    This study analyzes whether EU Council policymaking processes provide sufficient scope for development inputs in key areas including trade, environment, climate change, security, agriculture, fisheries, social dimension of globalization, employment and decent work, migration, research and innovation, information society, transportation, and energy.    The authors also review the commission's processes as it initiates and defends most of the policies being discussed in the EU Council. The book's findings highlight the segregated character of EU policymaking and provide insights into the challenges the EU will need to address in its organizational structure. <p><div> <p>The European Union has entered a crucial stage in energy policy. After the adoption of legally binding targets to address climate change, energy security, and competitiveness, the 27 member states are now turning their attention toward implementation of these targets. However, with an unfinished internal market for gas and electricity and with member states continuing to focus on bilateral energy relationships with supplier countries, the EU is still at the very beginning of a common EU energy policy. This book contributes to the debate about an emerging "first generation" EU energy policy. It identifies policy areas that are expected to benefit most from deeper EU integration--where the European added-value is expected to be greatest--and offers recommendations on how such integration could be achieved. In particular, the book calls for the development of better indicators against which to assess member state energy policies in order to ensure coherence at the EU and member state levels.</p> </div></p>

The European Union has been a pioneer in climate change policies, especially through its "cap and trade" emissions trading system (the ETS) for reducing greenhouse gas emissions by 20 percent by the year 2020. This book analyzes the economic consequences of supplementing the ETS with an import tax on the CO2 content of all goods imported into the EU.The authors find that a CO2 border tax or import tariff would increase global welfare and that it can probably be made to be WTO-compatible. Moreover, given the increasing ability to measure a product's carbon footprint, there are no insurmountable, practical obstacles to introducing such a tariff. Such a tariff might not be appropriate, however, if developing countries live up to their obligations of differentiated responsibilities and capabilities spelled out under the United Nations Framework Convention on Climate Change. Whether this will be the case is not yet clear.
