We live in an age dominated by the cult of efficiency. When it is used correctly, efficiency is important: it must always be part of the conversation when resources are scarce and citizens and governments have important choices to make among competing priorities. Janice Stein draws on public education and universal health care, locally and globally as flashpoints in the debate about efficiencies and their delivery. She argues that what will define the quality of education and health care is whether citizens and experts can negotiate new standards of accountability. The cult of efficiency will not take us far enough.

Powder Keg in the Middle East: The Struggle for Gulf Security

<p>The Persian Gulf continues to be a region of critical importance to the United States and the industrial world. Its oil and natural gas resources are, if anything, more important today than they were in the 1970s when the energy crisis emerged as a dominant feature of the international landscape. Yet despite the allied victory in Desert Storm, the Gulf remains dangerous because the underlying sources of conflict in the region remain unresolved. Powder Keg in the Middle East adopts a broad mandate for considering future sources of conflict in the Gulf. While military issues and the dynamics of the arms race remain very important in the context of the regional military balance and the dynamics of conflict escalation, the authors argue that the underlying sources of conflict--which drive the arms race--are related to broad-based demographic, technological, cultural, and ideological factors and trends. <p>After decades of extraordinary successes as a multicultural society, new debates are bubbling to the surface in Canada. The contributors to this volume examine the conflict between equality rights, as embedded in the Charter, and multiculturalism as policy and practice, and ask which charter value should trump which and under what circumstances? The opening essay deliberately sharpens the conflict among religion, culture, and equality rights and proposes to shift some of the existing boundaries.
