The fundamental elements to unlocking the potential of technology to speed up economic growth in Latin America and the Caribbean (LAC) are investing in education, opening up new technologies through foreign trade and investment, and encouraging private sector research and development. 'Closing the Gap in Education and Technology' advises Latin American and Caribbean governments to address the region's deficits in skills and technology, and thereby boost productivity, ultimately improving growth prospects. To close this 'productivity gap' in the region, the report calls for a range of policy approaches and strategies, depending on a country's level of development. It identifies three progressive stages in a country's technological evolution -- adoption, adaptation, and creation -- and observes that policies should be designed to address the particular challenges that accompany each stage.In conclusion, 'Closing the Gap in Education and Technology' argues that many countries in the Latin American and Caribbean region have been improving education and social risk management systems so that they are now ready to benefit from the rewards associated with creating stronger trade and technology ties with countries that are more technologically advanced.

The Early Years analyzes the development of Latin American and Caribbean children and makes a compelling case for government intervention in what is instinctively a family affair. Spending on effective programs for young children is an investment that, if done well, will have very high returns, while failure to implement such programs will lower the returns on the hefty investments being made in primary, secondary, and higher education. Policies for young children belong at the core of a country's development agenda, alongside policies to develop infrastructure and strengthen institutions. However, if the services provided (or funded) by governments are to benefit children, they must be substantially better than what is currently being delivered in the region. This book offers suggestions for improving public policy in this critical area.

The COVID-19 pandemic has dealt a severe blow to human capital. This report presents new evidence and analysis to provide a comprehensive diagnostic of the effects of the pandemic on human capital outcomes and identify promising policy responses for governments faced with the task of rebuilding human capital in the wake of the pandemic. The report identifies the mechanisms through which COVID-19 affected the human capital of people at different points in the life cycle and provides estimates of the magnitude of these losses. This analysis underlines differences in impact across countries and groups within countries to understand how the reported blow on human capital has been unequal, exacerbating existing gaps and creating new ones. Grounded in the diagnostic, the report discusses policy responses that attend to afflicted groups in the short-term as well as the medium- to long-term agenda to build back better human capital and make systems more resilient. The long-term policy discussion recognizes COVID-19 as an inflection point, using the opportunity to reimagine systems and institutions, thinking in a completely different way about some key issues. In conclusion, the report reflects on what we have learned from failed policy responses as well as the innovations that proved successful across sectors in preventing or mitigating human capital losses associated with the COVID-19 crisis, and how these lessons can be incorporated across sectors going forward.
