Two decades after its original publication, The Analysis of Household Surveys is being reissued with a new preface by its author, Sir Angus Deaton, recipient of the 2015 Nobel Prize in Economic Sciences. This classic work remains relevant to anyone with a serious interest in using household survey data to shed light on policy issues. This book reviews the analysis of household survey data, including the construction of household surveys, the econometric tools that are the most useful for such analysis, and a range of problems in development policy for which the econometric analysis of household surveys is useful and informative. The author's approach remains close to the data, relying on transparent econometric and graphical techniques to present the data so that policy and academic debates are clearly informed. Chapter 1 describes the features of survey design that need to be understood in order to undertake appropriate analysis. Chapter 2 discusses the general econometric and statistical issues that arise when using survey data for estimation and inference. Chapter 3 covers the use of survey data to measure welfare, poverty, and distribution. Chapter 4 discusses the use of household budget data to explore patterns of household demand. Chapter 5 is about price reform, its effects on equity and efficiency, and how to measure them. Chapter 6 addresses the role of household consumption and saving in economic development. The book includes an appendix providing code and programs using STATA, which can serve as a template for the users' own analysis.

The global race for 5G has seen countries riding a new wave of wireless technology. 5G is the next-generation mobile communication technology that enables a different level of performance and innovative applications from the 4G mobile communication that is currently in use by most people in the world. It is anticipated for a global commercial launch by 2020. For some countries, 5G services may seem to be in a distant future, for others, it's the initiation into the Fourth Industrial Revolution. With estimated economic value of 12.3 trillion dollars in global economic output and the addition of 20 million jobs to the global economy by 2035, 5G has the potential for immense impact on job creation, productivity, and competitiveness. When fully implemented, the disruptive potential of 5G threatens to make irreversible the digital divide between early and late adopters. Should countries that have yet to turn off 3G services be concerned? Emerging markets have unique characteristics that set them apart from frontier economies: rapid growth in mobile connectivity, nascent markets for fixed infrastructure, and a younger population. These factors are poised to increase adoption of mobile broadband and demand for better connection and services. In other words, 5G may be a powerful force that will help countries leapfrog technologies and accelerate towards meeting their Sustainable Development Goals (SDGs).If then, what are the necessary steps for developing countries to successfully ride the 5G wave at the opportune moment? The potential dual nature of the impact of 5G on developing countries calls for an accurate diagnosis on its implications. This report explores the latest innovation in wireless technology, the tremendous opportunities that could be reaped from adopting 5G, the costs and challenges associated with 5G, and policy considerations for developing countries to most effectively deploy and utilize the 5G network.

The Path to 5G in the Developing World: Planning Ahead for a Smooth Transition (Sustainable Infrastructure)

Changes in social and family structures, gender roles, and working environments have led some countries to introduce integrated centers for early childhood care and education (ECCE) for children ages zero to five years, combining the advantages of preschools and childcare centers. ECCE services are becoming increasingly important for countries as a support system for working parents. In countries such as Sri Lanka, where female participation in the labor force is low in comparison with international standards, providing affordable childcare services could also help more mothers to enter the labor market. Responding to the needs of employees, child development centers in the plantation areas in Sri Lanka are already providing integrated childcare services for children in this age group. The increasing demand for affordable childcare services and the growing recognition of the benefits of holistic early childhood development have brought ECCE to the forefront of Sri Lanka's development agenda. Well-designed ECCE systems can improve the lives of children and families and provide significant advantages to national economies. Access to effective ECCE can equalize learning opportunities by improving school readiness and by putting children on a more equal footing at the primary school level. These early advantages have proved to have a lasting impact, affecting both educational and earning potential in the adult years. The significant income inequalities in countries such as Sri Lanka could be addressed through investment in effective ECCE programs, and enhanced understanding of the benefits and potential long-term impacts of ECCE could help governments tailor programs to ensure maximum return on investment. This study seeks to answer the following questions: Is it more effective to provide early childcare and education services separately or in an integrated manner? Under what conditions would the provision of separate care and education services be more effective? The study provides an analysis of the ECCE environment in Sri Lanka, with recommendations for improvement within the current context. The information presented in the study is a starting point to foster the improved understanding of a complex subject area involving multiple stakeholders.
