Although present-day Ukraine has only been in existence for something over two decades, its recorded history reaches much further back for more than a thousand years to Kyivan Rus'. Over that time, it has usually been under control of invaders like the Turks and Tatars, or neighbors like Russia and Poland, and indeed it was part of the Soviet Union until it gained its independence in 1991. Today it is drawn between its huge neighbor to the east and the European Union, and is still struggling to choose its own path... although it remains uncertain of which way to turn. Nonetheless, as one of the largest European states, with considerable economic potential, it is not a place that can be readily overlooked. The problem is, or at least was, where to find information on this huge modern Ukraine, and since 2005 the answer has been the Historical Dictionary of Ukraine in its first edition, and now even more so with this second edition. It now boasts a dictionary section of about 725 entries, these covering the thousand years of history but particularly the recent past, and focusing on significant persons, places and events, political parties and institutions as well as more broadly international relations, the economy, society and culture. The chronology permits readers to follow this history and the introduction is there to make sense of it. It also features the most extensive and up-to-date bibliography of English-language writing on Ukraine.

Russia’s expansion into a large multinational empire was accompanied by a drive towards centralism and administrative uniformity. Yet, particularly in the Western borderlands, Russia did accommodate itself to the reality of privileged self-governing areas. The Ukrainian Hetmanate, which came under the tsar’s suzerainty in 1654, preserved for over a century its own military, administrative, fiscal, and judicial system. A basic but not well-researched theme of Russian history has been the tension between the centripetal forces favoring uniformity in administration, social structure, and even culture and centrifugal forces demanding the adherence to the rights of such special privileged territories as the Ukrainian Hetmanate, the Baltic areas, the Congress Kingdom, and the Grand Duchy of Finland.
Zenon E. Kohut examines the struggle between Russian centralism and Ukrainian autonomy. He concentrates on the period from the reign of Catherine II, during which Ukrainian institutions were abolished, to the 1830s, when Ukrainian society had been integrated into the imperial system. The study focuses on three principal problems. First, it shows how cameralist thought, Enlightenment ideas, and theories of a well-ordered police state reinforced Russia’s drive towards centralism and uniformity and how these theoretical considerations were applied in the formulation of policy. Second, the work determines the extent to which Ukrainian society both resisted and accommodated itself to imperial integration. Social integration proved to be particularly difficult because of the dissimilarities in social structure between Russia and the Ukraine and because of the autonomist outlook of the Ukrainian gentry. Third, the study concludes that the very success of the integration process resulted in the Russification of the Ukrainian towns and in reducing Ukrainians to a peasant nation. Imperial absorption of the Hetmanate also strengthened the concept of Russia as a unitary state even as the empire was again challenged by the autonomous institutions of its more recent Western acquisitions.
Meticulously researched, lucidly written, and well argued, Kohut’s book not only is a major contribution to Ukrainian studies, but also enlarges on such wide-ranging topics as the formation of the Russian Empire, the origins of Russia’s nationalities problems, and the general conflict between royal absolutism and regional privilege.

The making of modern Ukrainian identity is often reduced to a choice between "Little Russia" and "Ukraine." In this collection of essays, Zenon Kohut shows that the process was much more complex, involving Western influences and native traditions that shaped a distinct Ukrainian political culture and historiography. The series of four sessions on the Russian-Ukrainian encounter held alternately at Columbia University and Cologne University from June 1994 to September 1995 had their origin in both the world of great political events and the world of scholarly discussion. Ukraine's declaration of independence, ratified by the referendum of 1 December 1991, and subsequent international recognition were followed by the dissolution of the Soviet Union on 25 December 1991. These developments made Ukrainian-Russian relations a major international issue. A new, difficult, and uncertain phase in these relations began with the establishment of these two independent neighbouring states. Since Russia would clearly remain a major world power, while Ukraine was the largest and one of the most populous states of Europe, those relations took on more than binational significance. The future of the post-Soviet order depends largely on how these two largely Slavic countries work out their relations.
