Governance on the Ground describes people at a local level working through municipal institutions to take more responsibility for their own lives and environment. This study reports what social scientists in eight local networks found when they chose their own subjects for a worldwide comparative study of institutional reform at the local level. Governance on the Ground is the culminating product of the Global Urban Research Initiative, a major 10-year research effort that created a worldwide network of some 400 social scientists.The topics these scholars cover include fiscal innovation, infrastructure projects, social development, housing, harbor development, and political party participation. Material comes from Chile, Colombia, Mexico, Brazil, Sudan, Zimbabwe, South Africa, Lebanon, Israel, Egypt, Bangladesh, India, Vietnam, Indonesia, Thailand, and the Philippines.All chapters present governance at a local level in a period characterized by decentralization and democratization, when many governments were improving local accountability and transparency and people were actively participating in public forums, especially through institutions of civil society. Many chapters show the close connection between social science and actual policy formation and implementation in the developing world.

Toward the end of World War II, scholars and writers reeling from the politics of racism stressed the unity of humankind, but by the early 1970s, dominant voices proclaimed ongoing diversity -- sometimes irreconcilable antagonism -- among human cultures. In the mid-1950s, with planning and funding from the United States, Mexico embarked on an ambitious campaign to eradicate malaria, which was widespread and persistent. This new history explores the politics of that campaign. Marcos Cueto describes the international basis of the program, its national organization in Mexico, its local implementation by health practitioners and workers, and its reception among the population. Drawing on archives in the United States, Mexico, and Switzerland, he highlights the militant Cold War rhetoric of the founders and analyzes the mixed motives of participants at all levels. Following the story through the dwindling campaign in the late 1960s and early 1970s, Cueto raises questions relevant to today’s international health campaigns against malaria, AIDS, and tuberculosis.

So argues Liselotte Odgaard in this timely analysis of China's national security strategy in the context of its foreign policy practice.
China’s program of peaceful coexistence emphasizes absolute sovereignty and non-interference in the internal affairs of other states. Odgaard suggests that China’s policy of working within the international community and with non-state actors such as the UN aims to win for China greater power and influence without requiring widespread exercise of military or economic pressure. 
Odgaard examines the origins of peaceful coexistence in early Soviet doctrine, its midcentury development by China and India, and its ongoing appeal to developing countries. She reveals what this foreign policy offers China through a comparative study of aspiring powers in the nineteenth and twentieth centuries. She explores its role in China’s border disputes in the South China Sea and with Russia and India; in diplomacy in the UN Security Council over Iran, Sudan, and Myanmar; and in China’s handling of challenges to the legitimacy of its regime from Taiwan, Xinjiang, and Japan.

This book, investigating a diplomatic negotiation involving Russia and the formerly Soviet Moldova, explains this dramatic shift in Russian foreign policy.
William H. Hill, himself a participant in the diplomatic encounter, describes a key episode that contributed to Russia’s new attitude: negotiations over the Russian-leaning break-away territory of Transdniestria in Moldova―in which Moldova abandoned a Russian-supported settlement at the last minute under heavy pressure from the West. Hill’s first-hand account provides a unique perspective on historical events as well as information to assist scholars and policymakers to evaluate future scenarios. 
When western leaders blocked what they saw as an unworkable settlement in a small, remote post-Soviet state, Kremlin leaders perceived a direct geopolitical challenge on their own turf. This event colored Russia’s interpretations of subsequent western intervention in the region―in Georgia after the Rose Revolution, Ukraine in 2004, Kyrgyzstan, Uzbekistan, and elsewhere throughout the former Soviet empire.

This fascinating and deeply researched book examines how, beginning under Khrushchev in 1953, a generation of Soviet citizens moved from the overcrowded communal dwellings of the Stalin era to modern single-family apartments, later dubbed khrushchevka. Arguing that moving to a separate apartment allowed ordinary urban dwellers to experience Khrushchev’s thaw, Steven E. Harris fundamentally shifts interpretation of the thaw, conventionally understood as an elite phenomenon. 
Harris focuses on the many participants eager to benefit from and influence the new way of life embodied by the khrushchevka, its furniture, and its associated consumer goods. He examines activities of national and local politicians, planners, enterprise managers, workers, furniture designers and architects, elite organizations (centrally involved in creating cooperative housing), and ordinary urban dwellers. Communism on Tomorrow Street also demonstrates the relationship of Soviet mass housing and urban planning to international efforts at resolving the "housing question" that had been studied since the nineteenth century and led to housing developments in Western Europe, the United States, and Latin America as well as the USSR.
