Existence of opposition both as alternative government and as critic of the party in power is a significant feature of democratic system. Opposition assumes an important role in parliamentary democracy along with its formal functions inside the legislature to constantly monitor the Treasury. This book gives an analytical account of the oppositions role in Bangladesh politics since independence under successive regimes. The author examines opposition's parliamentary activities and its mode of operation outside the legislature. After independence, Bangladesh had a short lived Westminster type parliamentary framework followed by authoritarianism and army rule for years. During the period, though constrained by various restrictions, opposition activities including participating in major elections, and legislatures as well as organizing movements influenced Bangladesh politics. In the First Parliament, there was a meagre opposition representation with no official recognition. The number of opposition parliamentarians increased considerably in the Second and Third Legislatures with their formal status in the House. They, however, had an ineffective parliamentary role in the midst of lopsided executive legislature relationship under quasi-democratic and autocratic rules. Hence they resorted to agitational politics and anti-government movements outside. The 1991 election brought a strong opposition in the parliament culminating to a nascent two-party system under the reintroduced parliamentary set up. But lack of legislative compromise, persistence of mutual intolerance and the like prompted the competing parties to play unconstitutional roles creating political crises and confusion. Opposition's prolonged agitational movement for neutral caretaker government and its constitutional basis ultimately paved the way for restoring democratic process in the country.

In Retrospects and Prospects of the Rice Economy of Bangladesh, Dr. Raisuddin Ahmed analyses and describes the progress in rice production during the last 20 years and the prospect of the rice economy in the first decade of the 21st century. The book demonstrates that the achievements have been significant but uneven, with a robust progress in the northwestern districts and a near-stagnation situation in northeast, central low lying, and coastal districts of Bangladesh, A gain in productivity, based on seed-fertilizer-irrigation technology has been the single largest source of growth in the past. Sustaining the overall progress attained so far and breaking the stagnation in the laggard districts will call for some drastic adjustments in the institutional mechanisms pertaining to irrigation and water control management and redirection in seed-fertilizer technology. Mechanical technology in cultivation is also poised to make a major difference in the future. Looking forward, the book suggests that rice will continue to play a dominant role in the agricultural economy of Bangladesh in the near future, though in the long run, increased diversification of agriculture into high-value products is expected. A declining pace of population growth and smaller income effects on the demand side, and continuation of technological diffusion on the supply side, may give Bangladesh an exportable surplus of rice by the year 20 10. The challenge is for appropriate policy and institutional change to exploit the technological potential for increased productivity in the rice sector.

Professor Nurul Islam provides a penetrating analysis of the evolving struggle of the Bengalis with Pakistan governments policies on economic issues that led to the birth of Bangladesh. He also provides an insight into the important landmark economic policy issues during Bangladeshs formative years. The book begins by providing for the first time an insiders view of many little known aspects or subjects of economic debates and negotiations with Pakistan that caused the great divide between East and West Pakistan. He also examines in great detail the far reaching implications of Awami League's Six Point Programme, which was not fully understood by many at that time. In his capacity as the Deputy Chairman of the first Bangladesh Planning Commission he was not only intimately associated with but also had a unique insight into both the underlying rationale, the process of decision making and of governance in those formative years. The interpretation or assessment of some of these policy issues and developments remains a subject of considerable controversy. Professor Islam's analysis is seen as a major contribution to the debate which attempts to fill many gaps in facts and interpretation. Global economic and political conditions have undergone unprecedented changes with post-GATT global trade and investment liberalizations. Democracy at home and globalization externally have now created for Bangladesh vast opportunities for accelerated economic and social development, and for eradication of the curse of poverty with all its malaise within the shortest possible time. To attain its modest objectives, however, Bangladesh will have to meet many challenges, and overcome many hazards and pitfalls.... Capacity-building for seizing the opportunities and meeting the challenges will require many changes, some definitely painful, in our administrative and political institutions, economic and financial structures, and also in our social and community ethos and behaviour. True, there are now many proponents of changes of both indigenous and exotic varieties. However, most of them are apt to suffer from either of two limitations, or even both. Some propose changes based solely on theoretical and academic points of view with little or no practical notion about social realities; others do the same from limited knowledge and experience confined to a particularly narrow sector, drawing upon lessons that are not generally applicable to the social or economic realities of the polity in its entirety. Abdul Awal Mintoo has the rare distinction of overcoming the confines of both of those two categories. It will be hard to accuse him of either preaching from an ivory tower or being too narrowly specialized in his studies and experience. - Kazi Fazlur Rahman Abdul Awal Mintoo was born in 1949 in Aleyarpur, a small and remote village in Feni district of Bangladesh. He belongs to a family of landowners who initiated his primary education in the village school. He later pursued high school and college education in Feni, Comilla and in the Juldia Marine Academy in the port city of Chittagong.
