The Third International Kant Congress met at the University of Rochester from March 30 through April 4, 1970. Over two hundred students of Kant's philosophy from Europe, Africa, and North and South America attended. The Congress was organized by a Committee consisting of Gottfried Martin of the University of Bonn and myself as co-chairmen, and the following members: Professors Ingeborg Heidemann (Bonn), Gerhard Funke (Mainz), Edmond Ortigues (Rennes), Stephan Korner (Bristol), W. H. Walsh (Edinburgh), George A. Schrader, Jr. (Yale), and John R. Silber (University of Texas). Generous financial support for the Congress was provided by Mr. Kilian J. Schmitt of Rochester. One hundred and eight papers were presented in six plenary and twenty- two concurrent sessions. Chairmen of programs, in addition to members of the Committee, were: Professors John E. Atwell, Douglas P. Dryer, A. R. C. Duncan, Stanley G. French, Klaus Hartmann, Robert L. Hol- mes, Peter Jones, George L. Kline, Peter Krausser, Robert G. Miller, John D. In selecting the papers for this volume I have excluded all physics papers proper. I have further omitted all book rev.iews. Instead, I have included two papers not published previously; they are marked by an asterisk (*) in the table of contents. Since many of the papers were occasioned by Symposia or similar gatherings their chronological order is rather accidental. Hence I have tried to group the papers thematically into four parts. Within each part the order of sequence is from the more general to the more special, or from a more popular to a more technical treatment. The same principle has been applied to the sequential order of the parts. The foundational papers on quantum mechanics have been arranged in a somewhat dif ferent manner. Chapters XVI-XIX are concerned with the logic of complementarity while in Chapters XX-XXII a more radical recon ceptualization is carried out. Two of the older papers (Chapters VI and VIII) have been revised to bring them more into line with present terminology. Other papers have been corrected by additions and omissions. Additions are marked by square brackets [ ], while double square brackets [[ II signify omis sions or parts to be omitted. Hence [[A]] [B] means that 'A' should be replaced by 'B'. The heading of one paper (Chapter XX) has been changed to make it more descriptive.

Quantum Theory of Chemical Reactivity may be read without reference to the fact that it is actually the third of three volumes of a treatise on quantum chemistry, the science resulting from the implementation of mathematical laws in the realm of molecular populations. The first two volumes of the treatise, 'Fondement de la Chimie Tbeorique' and 'Structure Electrique des Molecules' were, like this third volume, originally published by Gauthier-Villars; Pergamon published the English translations of these two volumes. I am grateful to D. Reidel Publishing Company for translating the third volume of the treatise into English. Readers familiar with English rather than French now have access to the complete series. This treatise is a reflection of the courses I taught at the Sorbonne from 1950 until 1967 to students in their second cycle (3rd and 4th year) and third cycle (5th and 6th year) working towards a doctorate in this particular field. It is based on the reading of over a thousand articles, and is intended for students as well as for physical chemists, and chemists, research workers and engineers taking an interest in quantum chemistry for its own sake or for its application in industry, pharmacology and the life sciences. Reidel's initiative is particularly valuable because in my opinion Quantum Theory of Chemical Reactivity is the most important of the three volumes of the treatise. Doubtless for this reason only the third volume was published in Japanese by Baifukan, thanks to Professors Hayashi and Sohma.

INTRODUCTION XIII On a number of occasions Mach expressed the sentiment, especially in his correspondence, that America was the land of intellectual freedom and opportunity, the coming frontier for a new radical empiricism that would help to wash metaphysics out of philosophy. In 1901 he sponsored the German edition of Concepts and Theories of Modern Physics (1881) 2 by J. B. Stallo, Cincinnati lawyer and philosopher. Mach warmly endorsed Stallo's book because his scientific aims so closely approximated his own, and because Stallo rejected the latent metaphysical elements and concealed ontological assumptions of the mechanical-atomistic inter- pretation of the world. The second edition of Wiirmelehre was dedicated to Stallo in 1900. The fourth edition of Populiir-wissenschaftliche Vorlesungen (1910), containing seven new essays, was dedicated to Harvard Professor of physiology, philosophY, and psychology, William James. Mach had a strong intellectual affinity for James' pragmatism because, like himself, he recognized that James had come to radically empirical views from science. Both men took pure pre-conceptualized experience, from which the mental and physical predicates of experience are composed, to be neutral rather than real, unreal, objective or subjective.

In his teachings and through his choice of the dialogue-form as a mode of communication, Plato emphasized the communal aspect of intellectual work. The need for having a community work together is nowhere more apparent then when the intellectual task set is that of interpreting the ancient philosophers. Those of us who were fortunate enough to spend some of our years as students at Oxford found that among our most inspiring experiences were the meetings of the Oxford Aristotelian So ciety, as well as the seminars in which B.PhiI. students discussed Plato and Aristotle. Up until the past few years no such group existed on the West Coast. In the fall of 1970 some of us got together to form the West Coast Greek Philosophy Conference, which was within a short time renamed by Prof. T. Rosenmeyer as 'the Aristotelians of the West, Unincorporated'. In our monthly meetings we translate and discuss Greek philosophic texts. For the past two years the group has been working on Aristotle's 'Physics'.

This book is an introduction to one of the important as pects of Numerical Analysis, namely the approximate solution of functional equations. We intend to show, by a few brief examples, the different theoretical and practical problems related to the numerical approximation of boundary value problems. We have chosen for this the approximate solution of certain linear elliptic partial differential equations (the first two parts of the book) and the approximate solution of a nonlinear elliptic differential equation. This book is not a systematic study of the subject, but the methods developed here can be applied to large classes of linear and nonlinear elliptic problems. The book assumes that the reader's knowledge of Anal ysis is comparable to what is taught in the first years of graduate studies. This means a good knowledge of Hilbert spaces, elements of measure theory and theory of distributions. The subject matter of the book covers the usual content of a first course on Numerical Analysis of partial differential equations.

The Fourth International Congress for Logic, Methodology, and Philos ophy of Science was held in Bucharest, Romania, on August 29-September 4, 1971. The Congress was organized, under the auspices of the Inter national Union for History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science, by the Academy of the Socialist Republic of Romania, the Academy of Social and Political Sciences of the Socialist Republic of Romania, and the Ministry of Education of Romania. With more than eight hundred participating scholars from thirty-four countries, the Congress was one of the major scientific events of the year 1971. The dedicated efforts of the organizers, the rich and carefully planned program, and the warm and friendly atmosphere contributed to making the Congress a successful and fruitful forum of exchange of scientific ideas. The work of the Congress consisted of invited one hour and half-hour addresses, symposia, and contributed papers. The proceedings were organized into twelve sections of Mathematical Logic, Foundations of Mathematical Theories, Automata and Programming Languages, Philos ophy of Logic and Mathematics, General Problems of Methodology and Philosophy of Science, Foundations of Probability and Induction, Methodology and Philosophy of Physical Sciences, Methodology and Philosophy of Biological Sciences, Methodology and Philosophy of Psychological Sciences, Methodology and Philosophy of Historical and Social Sciences, Methodology and Philosophy of Linguistics, and History of Logic, Methodology and Philosophy of Science.
