This contributed volume explores the possibility that Canada's influence in the international community is on the decline given the changing orientation in international affairs and international priorities in light of September 11, 2001. Shortly after the 11 September terrorist attacks on New York and Washington, former Foreign Minister John Manley was biting his assessment of Canada's international performance over the last decade. Canada, he stated in an interview, is 'a fading power' that has continued to trade 'on a reputation that was built two generations and more ago.' In the minister's colourful language, 'You can't just sit at the G-8 table and then, when the bill comes, go to the washroom.' Manley then identified deficiencies in Canadian intelligence, military capacity, and level of development aid. Much of the evidence in Canada Among Nations 2002-and our subtitle, A fading power-supports the proposition that Canada's position in the world is not what it once was but there are also articulate statements that this is not the case. The events of 11 September did a great deal more than shatter the impression that North America was invulnerable to terrorism. They also brought Canada-US relations to the forefront of Canadian consciousness once again, reviving the debate over issues of sovereignty. Is there a qualitative difference in the relationship since the fall of 2001 or are we simply witnessing the next steps in growing bilateral ties? How do we ensure the efficient movement to and from the US of goods on which Canadian prosperity depends, and at the same time maintain careful watch on what and who crosses the border? What does the new US emphasis on security mean for border management, including refugee policy, and long-term Canadian-American military co-operation? Agriculture on Plains Indian reserves is generally thought to have failed because the Indigenous people lacked either an interest in farming or an aptitude for it. In Lost Harvests Sarah Carter reveals that reserve residents were anxious to farm and expended considerable effort on cultivation; government policies, more than anything else, acted to undermine their success. Despite repeated requests for assistance from Plains Indians, the Canadian government provided very little help between 1874 and 1885, and what little they did give proved useless. Although drought, frost, and other natural phenomena contributed to the failure of early efforts, reserve farmers were determined to create an economy based on agriculture and to become independent of government regulations and the need for assistance. Officials in Ottawa, however, attributed setbacks not to economic or climatic conditions but to the Indians' character and traditions which, they claimed, made the Indians unsuited to agriculture. In the decade following 1885 government policies made farming virtually impossible for the Plains Indians. They were expected to subsist on one or two acres and were denied access to any improvements in technology: farmers had to sow seed by hand, harvest with scythes, and thresh with flails. After the turn of the century, the government encouraged land surrenders in order to make good agricultural land available to non-Indian settlers. This destroyed any chance the Plains Indians had of making agriculture a stable economic base. Through an examination of the relevant published literature and of archival sources in Ottawa, Manitoba, Saskatchewan, and Alberta, Carter provides an in-depth study of government policy, Indian responses, and the socio-economic condition of the reserve communities on the prairies in the post-treaty era. The new introduction by the author offers a reflection on Lost Harvests, the influences that shaped it, and the issues and approaches that remain to be explored.

In August 2016 Colten Boushie, a twenty-two-year-old Cree man from Red Pheasant First Nation, was fatally shot on a Saskatchewan farm by white farmer Gerald Stanley. In a trial that bitterly divided Canadians, Stanley was acquitted of both murder and manslaughter by a jury in Battleford with no visible Indigenous representation. In Canadian Justice, Indigenous Injustice Kent Roach critically reconstructs the Gerald Stanley/Colten Boushie case to examine how it may be a miscarriage of justice. Roach provides historical, legal, political, and sociological background to the case including misunderstandings over crime when Treaty 6 was negotiated, the 1885 hanging of eight Indigenous men at Fort Battleford, the role of the RCMP, prior litigation over Indigenous underrepresentation on juries, and the racially charged debate about defence of property, self-defence, guns, and rural crime. Drawing on both trial transcripts and research on miscarriages of justice, Roach looks at jury selection, the controversial "hang fire" defence, how the credibility and beliefs of Indigenous witnesses were challenged on the stand, and Gerald Stanley's implicit appeals to self-defence and defence of property, as well as the decision not to appeal the acquittal. Concluding his study, Roach asks whether Prime Minister Justin Trudeau's controversial call to "do better" is possible, given similar cases since Stanley's, the difficulty of reforming the jury or the RCMP, and the combination of Indigenous underrepresentation on juries and overrepresentation among those victimized and accused of crimes. Canadian Justice, Indigenous Injustice is a searing account of one case that provides valuable insight into criminal justice, racism, and the treatment of Indigenous peoples in Canada.

The majority of policymakers, academics, and members of the general public expected British citizens to vote to remain in the European Union in the 2016 referendum. This perception was based on the well-established idea that voters don't like change or uncertainty. So why did the British public vote to take such a major economic risk? Framing Risky Choices addresses this question by placing the Brexit vote in the bigger picture of EU and Scottish independence referendums. Drawing from extensive interviews and survey data, it asserts that the framing effect – mobilizing voters by encouraging them to think along particular lines – matters, but not every argument is equally effective. Simple, evocative, and emotionally compelling frames that offer negativity are especially effective in changing people's minds. In the Brexit case, the Leave side neutralized the economic risks of Brexit and proposed other risks relating to remaining in the EU, such as losing control of immigration policy and a lack of funding for the National Health Service. These concrete, impassioned arguments struck an immediate and familiar chord with voters. Most intriguingly, the Remain side was silent on these issues, without an emotional case to present. Framing Risky Choices presents a multi-method, comparative, state-of-the-art analysis of how the Brexit campaign contributed to the outcome. Uncovering the core mechanism behind post-truth politics, it shows that the strength of an argument is not its empirical validity but its public appeal.
