Lashkar-e-Taiba is among the most powerful militants groups in South Asia and increasingly viewed as a global terrorist threat on par with al-Qaeda. Considered Pakistan's most powerful proxy against India, the group gained public prominence after its deadly ten-person suicide assault on Mumbai in November 2008. By the time the last Lashkar terrorist was dead after nearly 60 hours, it appeared the world was facing a new menace.  Boasting transnational networks stretching across several continents, there has been serious debate since 9/11 of whether Lashkar is an al-Qaeda affiliate. The deliberate targeting of Westerners and Jews during the Mumbai attacks raised questions about whether Lashkar was moving deeper into al-Qaeda's orbit and perhaps on a trajectory to displace Osama bin Laden's network as the next major global jihadi threat. Lashkar's expansion has serious security implications for India, Pakistan, Europe and the United States and its activities threaten to damage US-Pakistan relations. Despite growing calls for action, Pakistan is yet to take any serious steps toward dismantling Lashkar for fear of drawing it further into the insurgency raging there and because of its continued utility against India. More than a militant outfit, Lashkar also controls a vast infrastructure that delivers necessary social services to the Pakistani populace, making it all the more difficult to dismantle. Are violent jihadis an enduring feature of modern international affairs, or do they hold in their own doctrines the seeds of self-destruction? Historical precedent suggests the latter. Jihadi ideologues have formulated an individualist-centered Islam to mobilise Muslims far and wide, youths above all, to join a global jihad. However, the duty and right to an individually initiated jihad constitutes just one side of this do-it-yourself Islam; the other is the duty to protect the purity of doctrinal beliefs against any perceived deviation by even their fellow jihadis. This book explores the religious philosophy underlying jihadism, as set against the background of the Kharijites, the first counter-establishment movement in Islam, whose idealistic and individualistic practice of Islam inevitably led them to deploy takfir against each other and thereby to self-destruct. By investigating the links between Kharijism and jihadism, Lahoud argues that the same doctrinal beliefs that appear to unite today's jihadis will also be the cause of their downfall.

In today's dominant discourse of liberal interventionism, the role of coercion and the monopoly of violence have been neglected, argues Antonio Giustozzi, an analyst justly renowned for his research and writing on the Taliban. It is widely assumed that a functional, liberal state can emerge out of a political settlement between warring parties based on political inclusiveness and a social contract, which involves pressuring political actors to reach a deal. But the post-Cold war experience of such deals has been so disappointing that a re-examination of these 'certainties' is warranted. Giustozzi contends that a key source of such flawed analyses is widespread confusion over what state formation and state-building involve. In his view, completely different 'rules of the game' apply to the two. Naked coercion is a key component of state formation, and very few states were formed without recourse to it. In contrast, the history of state consolidation after their initial formation is one of taming violence and creating increasingly sophisticated way of managing it. The Art of Coercion offers a new approach to thinking about the role of security forces, in their broadest sense, in this transition between state formation and state-building. While focussing largely on the nineteenth and twentieth centuries, Giustozzi discusses coercive power throughout history, from the Carolingian empire to the Boer War, from Zapata's Mexico to China's Warring States.  He scrutinises the role of armies, guerrilla bands, mercenaries, police forces and intelligence services, analyses why some coups fail and some succeed, and examines the ways in which the monopoly of violence decays.
