Industrialization and the State: The Changing Role of Government in Taiwan's Economy, 1945-1998

Taiwan's export-led industrial development is often presented as a model of how state intervention promotes growth. Others see the same experience as a model of a private enterprise market at work. This study demonstrates that Taiwan policymakers varied their approach to development as circumstances changed. Export promotion of labor-intensive industries, which predominated in the 1960s, was supplemented by efforts to promote import-substituting heavy industries in the 1970s. 
 In the early 1980s there was a fundamental change in the economic environment as Taiwan's government reduced its active intervention in the economy and created a foundation for development based on information and other high-technology products. Taiwan's economy continued to prosper in the 1990s because policies and systems changed along with conditions.

Chile: The Political Economy of Urban Development

Megacities such as Santiago are becoming a worldwide phenomenon. In six of eleven South American countries, over 25 percent of the population lives in a single city. What policies should national governments adopt with regard to dominant metropolises? Is it appropriate to restrict the flow of population to big cities? Or should governments take a laissez-faire attitude and permit city growth? 
 Focusing on Chile, this book argues that appropriate government action lies between these extremes. The authors espouse spatial policies that mitigate the social costs of congestion and pollution but also ensure that migrants pay the social costs of moving to big cities.

Development Encounters

This volume looks at the changing face of policy advising from the perspective of the author's forty years of work in and for developing countries. Both a personal memoir and an essay on the nature of the development profession, the book will be of particular interest to those just starting their careers as policy advisers.  The main lesson to be learned, says the author, is that "there is no common formula for solving a country's problems. Each society must come up with its own formula, in which economic policy is only one important variable in a complex equation. We missionaries can best help our counterparts carry out this daunting task by teaching more than preaching, and by insisting that they themselves take full responsibility for their recommendations and actions."  Richard D. Mallon is a Fellow Emeritus of the Harvard Institute for International Development. He has provided macroeconomic policy and planning advice in fifteen countries.

Taxation and Economic Development in Taiwan (Harvard Studies in International Development)

Documenting the evolution of economic development and fiscal policies in Taiwan over the last four decades, this work explores the effectiveness of specific tax and trade policies. The authors make a major revision to the previously accepted role played by the export processing zones and the protection of domestic producers from foreign competition. The extensive use of duty exemption systems enabled the government to create competition among the exporting firms, and the innovative design of economic policies and administrative systems helped the private sector generate savings, expand investments, and promote exports.   This work analyzes how unique fiscal policies and administrative practices were designed to foster the rapid growth and development of Taiwan during this period.

This collection of essays examines Zambia's efforts to promote economic reform during the 1990s. Following the restoration of democratic rule, the Government of Zambia adopted an ambitious program designed to stabilize the economy and lay the foundation for sustained growth and development. These essays describe the adjustment program, highlighting the attempts to reform the budget, the tax system, the financial system, agriculture and mining, and to create the human capacity to sustain the reforms. 
 Major improvements in economic performance occurred from 1992 to 1995. After that, however, economic performance deteriorated as a result of the Government's selective abandonment of key elements of the reform program and the emergence of major governance problems. In response to international pressure, by 2001 the Government completed the sale of the copper mines and qualified for large-scale debt relief. The long delays involved seriously undermined economic performance. 
 The volume concludes that for economic reform to succeed in Zambia, the Government should scale back its development agenda to match its financial and human capacities, reduce dependence on foreign aid, adopt and maintain prudent macroeconomic policies, and support the expansion of both mining and agriculture.

Promoting and Sustaining Economic Reform in Zambia (Harvard Studies in International Development)

For over forty years the Harvard Institute for International Development (HIID) has worked with countries in the developing world on the complex issues of economic and social reform. This volume describes the experience of the Institute in the challenging development assistance world of the 1980s and early 1990s, when HIID's largest projects involved work with countries attempting to move away from high levels of government intervention to more market-friendly systems. These efforts involved work in formerly centrally planned command economies (e.g., Russia, Vietnam, etc.) as well as in the mixed plan/market economies of Asia, Africa, and Latin America. The book also describes HIID's efforts in education and health reform as well as in the rapidly expanding area of environmental economics and policy. 
 Assisting Development in a Changing World is an unvarnished account written by the HIID practitioners who participated in these programs and edited by its former director and executive directors.
