Since the end of World War II, the main strategic role of Turkey, as seen by her Western allies and by some elements at least among her southern neighbors, was to serve as a barrier; more successfully, to block the path of Soviet expansions into the Middle East. It is in large measure thanks to the existence and effectiveness of the Turkish barrier that Soviet successes in the Arab countries, though often great, were always precarious. Based on Turkey's old historical, cultural and religious ties, the Middle East was able to thwart the spread of communism. However, in recent years, this has been underpinned by a growing economic relationship between the Middle East and Turkey. Turkey's role with its Middle East partners and western ties from beginnings of the Cold War has allowed the Turkish government to form a unique and interesting bond in the region. As Rustow, while not undermining the role as a barrier in the region, draws attention to another and overlooked importance- that of a cultural and commercial bridge between the West and the Middle East. This is important when coupled with Turkey's ability to improve the relations with non-Western supporters or even anti-western groupings. This last is an important point ant a major focus Rustow's important Study. That an alliance is far more valuable and effective when it is based not only on perceived common interests but on genuine affinities- a community of beliefs and values.

This paper examines the dynamics of Indian foreign policy since 1971, when Indian regional dominance was confirmed by the break-up of Pakistan. Non-alignment has always been seen by India as a possible strategy, but increasingly it has had differing applications depending on relationships with the two superpowers. The author analyzes the impact of domestic, political and economic changes on foreign policy, looks at India's complex relationships both with its immediate neighbours and with the superpowers, and tries to assess its future role in the wider international scene.

Nation Against State: A New Approach to Ethnic Conflicts and the Decline of Sovereignty

A work entitled Nation Against State could be expected to address religion, culture, language, and the roots of nationalism. I wish to advise the reader that this book turns in a different direction; it develops instead innovative approaches for contending with brutal conflicts waged in the name of nationhood. The prevailing doctrines of statecraft currently invoked in efforts to check these conflicts evolved in an age when the scourge of war arose between states rather than within them. The basic conflicts that now threaten international peace have little in common with those that arose during the heyday of fascism and communism, when the nation-state reigned supreme. The dominant norms of international law and diplomacy are ill adapted to coping with the kind of strife that has erupted in Yugoslavia and in the Caucasus and that could become common elsewhere in Eurasia.
