Parallel trade in pharmaceuticals within the EU involves the legal repacking and reselling of genuine medicines and dates back to the 1970s when a number of pharmacists realized that drug prices varied significantly between member states. By 2002, the UK market for parallel-distributed pharmaceuticals represented £1,300 million. It is now the largest market in Europe. Parallel importing is controversial. On the one hand, there are the importers, who argue that they are pursuing a legitimate business in a free-trade area, making significant profits through price mark-ups. 
On the other hand, manufacturers point out that the price differentials that lead to parallel importing are not the result of market prices, but caused by price and reimbursement regulation by governments. If market pricing were permitted, the problem would be much reduced. The main concern of this study, however, is to establish whether patient safety is put at risk by parallel importing. Does repackaging endanger quality control and hygiene, and does parallel importing increase the chances of counterfeit products entering legal supply channels. 
In the first part, the authors, both from the Health and Social Care Unit at the LSE, set out in detail the facts on parallel trade from continental Europe to the UK, taking into account legislative, regulatory and economic issues. In the second part, a series of experts considers the evidence of product tampering and quality control, as well as the risk of counterfeiting, in order to tackle the sizeable question of the extent to which it is possible to protect patients without erecting barriers to legal trade.

All developed Western European countries contain within their fiscal policies measures to redistribute income to promote equality between rich and poor, and to 'even out' the level of income experienced by individuals going through major life-cycle changes. This report integrates taxes and benefits to compare the level of redistribution among family types across a range of incomes in France, Germany and the UK. The different outcomes for the family types considered reflect the different assumptions and goals which lie behind the three countries' policies. 
France is known for its pro-natalist policies and Germany for its pro-marriage policies. However, the UK regime has striven to be explicitly neutral in terms of family policy, and to focus on reducing child poverty by means of income transfers. Lone parenthood is discouraged by the French and German regimes, but not by the British regime. The UK tax credit system favors children who live with a lone parent rather than with both parents. 
This results in the perverse situation in which a child, both of whose parents work full-time at minimum wage, experiences a higher standard of living if he or she lives with one parent rather than both. In the case of unemployed couples, British mothers would experience a substantial increase in their standard of living after breaking up. These outcomes point to fundamental differences between the welfare regimes of Germany, France and Britain. 
Taxes and social security payments are much higher in France and Germany, but benefits are distributed more evenly across the social spectrum and the link between contributing and receiving is much stronger. In contrast, redistribution in the UK is much more narrowly directed at low wage earners lone parents. Hence, many in the UK regard welfare as a form of enforced charity payable to those who have not contributed their fair share. It is questionable whether increasing the benefit levels for lone parents and low wage earners would decrease the level of stigma associated with welfare.

The new orthodoxy of multiculturalism decrees that no culture is superior or inferior to another, so it is impossible to say what is truly right and what is wrong. However, cultural relativists sometimes want it both ways. They simultaneously assert that no culture is better than another, but they will happily go on to say that Western culture is actually inferior, and shy away from celebrating it for fear of causing ‘offence’. Multiculturalism is a sign of the counter-Enlightenment times we live in. Since the Holocaust and Hiroshima, the West has lost faith in its capacity to use reason and science to make our world a better place. Because of their perverse self-loathing, many left-liberals lend their tacit or overt support to oppressive cultures that deny equal rights to its population or condone the killing of homosexuals and the virtual enslavement of women. By dwelling on problematic aspects of our history, like slavery and colonialism, the denigrators of the West ignore its rich and admirable tradition of social liberalism that says that individuals should be rendered as much freedom as possible in the private sphere. It is time we cherished the tradition of the Enlightenment, with its aspiration that the prizes of liberty, democracy, color-blindness, equality of opportunity and progress can be shared among all. Western culture has spawned the most open, liberal and progressive societies. Thanks to its enlightenment, it has unshackled itself from oppressive and barbarous regimes, creating states in which universal franchise, free speech and democracy are the norm and the expectation. It is time these values were cherished. It is also time to expose the poverty of multiculturalism.
