The Gig Economy (The Economy: Key Ideas)

The "gig economy" is a relatively recent term coined to describe a range of working arrangements that have previously been denoted as precarious, flexible and contingent. Borrowed from musicians, a “gig” describes a one-night performance, but in the context of general employment, it covers the self-employed who work for hire, those on temporary, short-term contracts and on zero-hours contracts. In 2016, an estimated 7 million UK workers fell into this category, or 22.2 per cent of the workforce, a rise from 18.1 per cent in 2006. Given that the main thrust of employment protection and regulation over the past twenty years has been aimed at those in permanent, full-time employment, almost a quarter of working adults do not enjoy the benefits that such directives enforce. The ramifications of an increasingly insecure workforce are complex and have implications not only for individuals and employers, but for the economy and society in general. Proponents of flexible working arrangements point to the opportunities the gig economy offers to unlock the potential of those who cannot work full-time and to how technology is changing the nature of work. Yet, those against it fear that it is simply driven by the corporate need to cut costs and reduce the administrative burden and legal responsibilities that accompany a permanent workforce. About the Author\nAlex de Ruyter is a Professor and Director of Research at Birmingham City University Business School. He has been involved in two ESRC-funded studies related to the phenomenon of flexible and contingent working, and completed his PhD on the uses of non-standard employees in Australian hospitals. His research in the area of flexible and precarious work has been published in European Journal of Industrial Relations, Work, Employment & Society, International Journal of Human Resource Management and British Journal of Industrial Relations.\nMartyn Brown is Senior Lecturer in Organisation Studies at Birmingham City University and Visiting Lecturer at the University of Birmingham. He originally trained as an engineer before embarking on an academic career. The regulatory framework, in particular, is examined and is shown to have lagged behind crucial developments in the gig economy, with many labour laws still historically rooted to the notion that a worker has to be an employee to be covered by employment rights.\nThe authors show that in many respects there is nothing new about the gig economy and that its growth in recent years was in some sense predictable. Perhaps its real significance, they argue, is its potential as a business model to “gig-ize” other business operations far beyond relatively low-skilled work. When combined with automation and digitalization, the gig economy presents us with an opportunity to re-evalute our understanding of the nature of work.

Over recent decades, economies across the world have seen substantial growth in government regulation and intervention that goes beyond the scope given to it by the budget. The growing economic power of government has prompted many studies to seek to establish the optimum size of government and how it might relate to economic growth, productivity and inflation. Vaclav Rybacek examines how these studies have used national accounts and officially published statistics to invariably underestimate the size of government, which has lead to erroneous economic policy recommendations and ultimately to an unrealistic assessment of a government’s ability to meet its debts. The author shows how the methodology of macroeconomic statistics has failed to keep pace with the expansion of government and has misallocated, for example, many public producers in the field of financial services, to the corporate sector. Even central banks conducting government policy are shown to stand outside official figures on the size of government. Similarly, when showing the relative size of government, the choice of denominator, such as nominal GDP, can further lead to undervaluing figures on government size. Drawing on Austrian economic theory, in particular in relation to market operation, the book offers a more robust methodology for the measurement of government, one based on both stocks and flows under the direct control of government. Using data from the European Union, he is able to recalculate fiscal indicators and the denominator, GDP, to present a more appropriate set of data for the analysis of public sector dynamics in the majority of countries in the EU.
