During the last decade European agriculture has been dominated by the issues of overproduction and environmental degradation. Against this background a number of proposals to reduce surpluses and protect the environment have been implemented. Among these was the introduction in the UK of environmentally sensitive areas (ESAs) as described in the UK Agriculture Act of 1986, implementing part of an EC regulation on Improving the Efficiency of Agricultural Structures. ESAs have been set up in areas of the country where wildlife, landscape and recreation are threatened by agricultural change. Farmers, joining on a voluntary basis, are paid to continue farming in an environmentally friendly, traditional manner which is typically extensive and livestock-based. By 1994, the total area covered will be approaching 3 million hectares. This book provides a review and an economic and policy assessment of the first and second rounds of designated ESAs, five years after their inception. Seven chapters examine particular case studies, covering a range of agricultural ecosystems from England, Wales, Scotland and Northern Ireland. Other chapters describe the background to the setting up of ESAs, how the benefits of the policy can be measured and how it compares with alternative policy options. ESA schemes are now being initiated in France and Denmark. The book addresses a topical issue and is aimed at a wide range of readers concerned with agricultural and environmental economics, policy and management.

As part of the reform of its Common Agricultural Policy (CAP) in 1992, the European Community adopted a regulation of accompanying measures aimed at supporting farmers in conserving the European environment. This book explores the implementation of the regulation throughout Europe and examines its genesis, delivery and prospects. Individual chapters explore the politics of the regulation and the ecological resources on which it has to work. Eight further chapters examine its implementation in individual member states, highlighting the remarkable diversity both of the ecosystems being conserved and the ways in which the regulation is being implemented. The volume concludes with two speculative chapters, one on the extent and measurement of potential economic benefits from these measures and another offering some broad conclusions on the potential impact of the regulation and its possible evolution. The volume is multidisciplinary, including political scientists, economists, sociologists, geographers and civil servants amongst its authors. The area covered by its country chapters amounts to more than 80% of the European Union of 15 states.

The European Environment and CAP Reform: Policies and Prospects for Conservation

The UN Convention on Climate Change requires countries to reduce their polluting greenhouse gas emissions from all sources including agriculture, forestry and land use. Emissions associated with land use are inherent in modern farming and forestry practices, with the commitments under the Convention representing a clear challenge to restructuring of Europe’s agriculture and forestry policies. This book primarily considers the actions of Europe and other regions in reducing land use related greenhouse gas fluxes, while recognising that the array of economic and political pressures for CAP reform and sustainable land use are fundamentally intertwined. The book is aimed at practitioners, academics and policy makers in the field of agriculture and forestry who wish to understand the importance of the global emissions issue for European and global land use. Individual contributors, from 10 countries, consider greenhouse gas emissions at the sub-national, national, EU and global scales. In recent years, landscape and wildlife conservation has attracted increased attention from environmentalists and policy-makers. There have been policies within the European Union aimed at conserving wildlife and landscape in Europe for more than a decade and appraisal of these policies is opportune. A workshop was therefore held at the University of Hohenheim in September 1996, to examine critical issues associated with these policies. This workshop was one of a series, each focusing on a key theme as part of the EU Concerted Action, “Policy measures to control environmental impacts from agriculture”. This book presents a selection of revised papers from this workshop. The overall perspective is an economic one, with several chapters reviewing analytical methods, economic valuation of the benefits of agricultural landscapes and the costs and benefits of wildlife conservation. These are set in the context of the Common Agricultural Policy and environmental policies in the EU.
