The National Incident Management System (NIMS) provides a systematic, proactive approach to guide departments and agencies at all levels of government, nongovernmental organizations, and the private sector to work seamlessly to prevent, protect against, respond to, recover from, and mitigate the effects of incidents, regardless of cause, size, location, or complexity, in order to reduce the loss of life and property and harm to the environment. NIMS works hand in hand with the National Response Framework (NRF). NIMS provides the template for the management of incidents, while the NRF provides the structure and mechanisms for national-level policy for incident management. This document was developed through a collaborative intergovernmental partnership with significant input from the incident management functional disciplines, NGOs, and the private sector. Originally published on March 1, 2004, the document was revised in 2008 to reflect contributions from stakeholders and lessons learned during recent incidents.

Each school day, our nation’s schools are entrusted to provide a safe and healthy learning environment for approximately 55 million elementary and secondary school students in public and nonpublic schools. Families and communities expect schools to keep their children and youths safe from threats (human-caused emergencies such as crime and violence) and hazards (natural disasters, disease outbreaks, and accidents). In collaboration with their local government and community partners, schools can take steps to plan for these potential emergencies through the creation of a school Emergency Operations Plan (school EOP). Lessons learned from school emergencies highlight the importance of preparing school officials and first responders to implement emergency operations plans. By having plans in place to keep students and staff safe, schools play a key role in taking preventative and protective measures to stop an emergency from occurring or reduce the impact of an incident. Although schools are not traditional response organizations, when a school-based emergency occurs, school personnel respond immediately. They provide first aid, notify response partners, and provide instructions before first responders arrive. They also work with their community partners, i.e., governmental organizations that have a responsibility in the school emergency operations plan to provide a cohesive, coordinated response. Community partners include first responders (law enforcement officers, fire officials, and emergency medical services personnel) as well as public and mental health entities. We recommend that planning teams responsible for developing and revising school EOPs use this document to guide their efforts. It is recommended that districts and individual schools compare existing plans and processes against the content and processes outlined in this guide. To gain the most from it, users should read through the entire document prior to initiating their planning efforts and then refer back to it throughout the planning process.

The purpose of this preparation guide is to help you prepare to take the Special Agent Entrance Exam (SAEE). Special Agent Entrance Exam Preparation Guide

From the air raid warning and plane spotting activities of the Office of Civil Defense in the 1940s, to the Duck and Cover film strips and backyard shelters of the 1950s, to today’s all-hazards preparedness programs led by the Department of Homeland Security, Federal strategies to enhance the nation’s preparedness for disaster and attack have evolved over the course of the 20th century and into the 21st. Presidential administrations can have a powerful impact on both national and citizen preparedness. By recommending funding levels, creating new policies, and implementing new programs; successive administrations have adapted preparedness efforts to align with changing domestic priorities and foreign policy goals. They have also instituted administrative reorganizations that reflected their preference for consolidated or dispersed civil defense and homeland security responsibilities within the Federal government. Programs were seldom able to get ahead of world events, and were ultimately challenged in their ability to answer the public’s need for protection from threats due to bureaucratic turbulence created by frequent reorganization, shifting funding priorities, and varying levels of support by senior policymakers. This in turn has had an effect on the public’s perception of national preparedness. Public awareness and support have waxed and waned over the years, as the government’s emphasis on national preparedness has shifted. An analysis of the history of civil defense and homeland security programs in the United States clearly indicates that to be considered successful, national preparedness programs must be long in their reach yet cost effective. They must also be appropriately tailored to the Nation’s diverse communities, be carefully planned, capable of quickly providing pertinent information to the populace about imminent threats, and able to convey risk without creating unnecessary alarm. The following narrative identifies some of the key trends, drivers of change, and lessons learned in the history of U.S. national preparedness programs. A review of the history of these programs will assist the Federal government in its efforts to develop and implement effective homeland security policy and better understand previous national preparedness initiatives.

Civil Defense and Homeland Security: A Short History of National Preparedness Efforts

Recent improvised explosive device (IED) and active shooter incidents reveal that some traditional practices of first responders need to be realigned and enhanced—with an emphasis on early hemorrhage control and a more integrated response by first responders (i.e., emergency medical services [EMS], fire, law enforcement, and rescue personnel)—to improve survivability of victims and the safety of first responders caring for them. At the request of first responders and first receivers (e.g., medical technicians, nurses, and physicians) who have encountered mass casualties from IEDs and/or active shooter incidents, this document was developed to provide guidance on how to better approach these incidents.Responders should also consider the combination of both IEDs and active shooter incidents in an organized, complex attack (such as the Mumbai attacks in 2008) that requires both treatment and extraction of the injured from a still-hostile environment. The conditions during such tactical assaults in a civilian setting speak to the need for first responders and first receivers to adopt evidence-based hemorrhage control, risk evaluation, and casualty management measures in a potentially dangerous environment.As a result of these developments, the Department of Homeland Security, in coordination with the Department of Defense (DoD), Department of Health and Human Services, Department of Justice, Department of Transportation, White House Office of Science and Technology Policy, and the National Security Staff, has developed recommendations for individuals who provide emergent and immediate medical management of casualties resulting from IEDs and/or active shooter incidents. Based on best practices and lessons learned, this document focuses on the medical response to IEDs and/or active shooter incidents with recommendations for hemorrhage control, protective equipment (which includes ballistic vests, helmets, and eyewear), and response and incident management.
