Russia has strengthened its military position in Central Asia and the South Caucasus through a combination of bilateral and multilateral initiatives. The Collective Security Treaty Organization (CSTO) has become the most important multilateral defense structure in the former Soviet Union and is an essential instrument in Russia's resurgence. The CSTO has expanded its missions, authorities, and capabilities. However, it faces both internal and external challenges, especially debilitating divisions among its members.

Just-war theory has a long and distinguished history that stretches back to the Christian theologians of medieval Europe. Yet principles of just war must develop alongside social norms, standards of military practice and technology, and civilian-military relationships. Since World War II, and especially since American involvement in Vietnam, military ethics has developed into an academic cottage industry. As commonly taught to undergraduates and military practitioners, contemporary just-war theory seeks to ensure the political sovereignty and territorial integrity of nation-states. The theory insists that the only just wars are defensive ones and forbids wars of national aggrandizement. On this view, because of the right to collective self-determination, wars must not seek to remake the world order, as that would undermine state sovereignty.In recent decades, however, cosmopolitan philosophers have challenged various aspects of the traditional edifice in an attempt to use just-war theory to enhance the protection of human rights around the world. Scholars have argued for greater scope for humanitarian intervention to protect individuals against their own government, for principles of justice after war to ensure that all states are legitimate, and most radically, for the responsibility of ordinary combatants to assess for themselves the justice of their military's cause. On this last argument, because combatants whose cause is just have done nothing to lose their immunity from harm, attacking them is unjust, and combatants whose cause is unjust cannot fight with discrimination.This publication surveys these recent developments, and it finds that they provide a radical challenge to both the theory and the practice of contemporary warfare. Of particular importance is its insistence on the need to strengthen international institutions, so as to provide combatants with an impartial perspective on their side's cause, and to strengthen military ethics education; and its suggestion that policies on dishonorable discharge be rethought. However, this monograph also challenges certain aspects of the new approach, suggesting important connections between military ethics and democratic theory and practice.

New Directions in Just-War Theory

Ongoing discussion around the Russian development of hybrid warfare and the revelations about meddling in the 2016 United States Presidential election have focused the public's attention on the threats posed by coordinated campaigns of propaganda and disinformation. These recent events have also raised concerns around the broader challenge posed by the emergence of a "post-fact society," the notion that the weakening ability for civil society and the public to analyze truth and falsity is creating a threat to the health and sustainability of democratic institutions. Technology and the Internet, in particular, play a key role in shaping the flow of information through society. Not surprisingly, the role of these systems in enabling new types of information warfare has figured prominently in the discussion as policymakers and scholars begin to develop their thinking about the appropriate response to these issues. Platforms such as Facebook and Google have been seen as having had a significant role in facilitating Russian propaganda efforts, incentivizing the distribution of false information, and encouraging the creation of extremist "filter bubbles." As the defense community develops its approach to countering present-day online propaganda and disinformation techniques, it will need to place concerns around immediate threats into a broader understanding of the nature of the challenge. In short, the defense community will require an articulation of a unified strategic concept. This monograph offers an initial sketch of such a concept, proposing one approach to characterizing the strategic situation in the current information space and, based on that, some conjectures about the effective conduct of online information warfare.

Maneuver and Manipulation: On the Military Strategy of Online Information Warfare

The United States and the North Atlantic Treaty Organization (NATO) face daunting challenges in the Baltic region. Russia is behaving aggressively. Its military is more capable than it has been at any point since the end of the Cold War. More importantly, Russia is finding creative ways to subvert the status quo and to sow discord without triggering Article 5 of NATO, which declares that an attack against one member is an attack against all.These problems are formidable, but we have reason to be optimistic. Far from shattering NATO's cohesion and undermining its resolve, Russian aggression has reinvigorated the alliance. Nor is Russia an unstoppable adversary. It has many weaknesses. Indeed, Russian fears over those vulnerabilities might be driving its aggressive foreign policy. Even if this is not the case and Russia is indeed a relentless predator, it is nevertheless a vulnerable one.The United States and its NATO allies can take advantage of these vulnerabilities. After assessing Russian intentions, capabilities, and limitation, this monograph recommends a hedging strategy to improve early detection capabilities, enhance deterrence in unprovocative ways, and improve regional defenses against a hybrid threat. Achieving these goals should help the United States deter Russia and reassure regional allies more effectively while managing our own worst fears.

Conventional Deterrence and Landpower in Northeastern Europe

Russia's annexation of Crimea and intervention in Eastern Ukraine in 2014, alarmed not only Western-leaning states in Central Europe and the Baltic but also Moscow's traditional allies. These events signaled that Moscow is now willing and capable of using direct military force against perceived strategic threats in its self-proclaimed region of vested interests. With the exception of Ukraine and the Baltic States, this Letort Paper examines how Russia's front-line states have adjusted their foreign policy posture since 2014. Belarus, Moldova, the states of Central Asia and the South Caucasus calculate the benefits and risks in their relationship with Moscow and either make concessions or strengthen their defenses accordingly to avoid triggering a Russian reaction. This Letort Paper provides a range of policy recommendations intended to maximize the opportunities of a new alignment with the West for these states while minimizing the risk of Russia, using again, those capabilities it has demonstrated in Ukraine and Syria.

Deciding to Buy: Civil-Military Relations and Major Weapons Programs

The development and procurement of major weapons programs in the United States is a complex and often drawn-out process complicated by political considerations and often sharp disagreements over requirements and the merits of systems. Secretaries of Defense since Robert McNamara have sought to impose discipline on the process, with varying degrees of success. Conflicts between a Military Service and the civilian leadership are inevitable. A Service wants to develop the most advanced system to address its perceived need, whereas the Secretary of Defense must balance competing requirements across the Department of Defense. The military and the civilian leadership may also have different strategic perspectives that feed this conflict. Through the detailed analysis of three case studies--the Nuclear Surface Navy in the 1960s, the B-1 Bomber in the 1970s, and the Crusader Artillery System in the 2000s--the author explores some of the common themes and sources of friction that arise in civil-military relations concerning major weapons programs. He concludes with some thoughts on how the Secretary of Defense can anticipate and reduce these sources of friction, while retaining an environment that supports healthy debate.
