Decentralization In Mexico: From Reforma Municipal To Solidaridad To Nuevo Federalismo

Although Mexico was once recognized for the stability of its strongly centralist one-party political system, events occurring since the mid-1980s have made it increasingly difficult for both the government and the ruling party to sustain legitimacy and credibility. This book assesses the impact of decentralization on Mexico's intergovernmental relations and examines the constraints upon the devolution of political power from the center to the lower levels of government. It also discusses the distribution of power and authority to governments of opposition parties within the context of a more open political space.Victoria Rodríguez uncovers a new paradox in the Mexican political system: retaining power by giving it away. She argues that from the beginning of the de la Madrid presidency (1982–1988) to the end of the Carlos Salinas de Gortari administration (1988–1994), the Mexican government embarked upon a major effort of political and administrative decentralization as a means to increase its hold on power—to centralize by decentralizing. However, since the beginning of the presidency of Ernesto Zedillo (1994–2000), it has become increasingly clear that the survival of the ruling party and, indeed, the viability of his own government require a genuine, de facto reduction of centralism. For Zedillo and future political administrations, decentralization in some guise will have to be a key ingredient of any attempt at modernization in contemporary Mexico.

To date, the mainstream literature on Mexican politics has said little about women, even though their participation as formal political actors has increased dramatically in the past fifteen years. Somewhat surprisingly, the political participation of women, although well documented in other Latin American countries, has been neglected in the case of Mexico. Women's Participation in Mexican Political Life is a collection of thirteen original essays which pulls together the expertise of well-known Mexicanist, Latin Americanist, and gender scholars from Mexico, the U.S., and Europe. The essays analyze the participation of women in different arenas of the Mexican political system: elected positions, appointed positions, grassroots leaders, voters, non-governmental organizations, unions, and so on. Altogether, the analysis includes essays on women from the various political parties, from different regions of the country, and from different levels of government (federal, state, local), making the book a truly representative sample of issues that affect the participation of women in Mexican political life.

The close ties between Texas and Mexico make imperative an informed analysis of Mexico's democratization and governance changes at federal, state, and city levels. In 1999, after seventy years of virtual one-party rule, almost three fifths of the Mexican population are governed by opposition (non-PRI) parties, including eight of the 31 states and the Federal District. 
This book is the first systematic analysis of state governance in Mexico. Building upon their earlier work on local governments, the authors analyze President Zedillo's efforts since 1995 to reduce excessive centralization and presidentialism through a "New Federalism" initiative. Undertaking a detailed comparative analysis of six states across several regions (Baja California, Chihuahua, Aguascalientes, Guanajuato, Puebla and Oaxaca), this book provides a baseline study of several policy arenas: fiscal policy and revenue sharing; modernization of government; decentralization of public education; and the emergence of co-governance through a system of checks-and-balances among the governor, local legislature, and judiciary. 
The authors conclude that while important and genuine changes are afoot, the federal government continues to exercise control over revenue sharing. In combination with its ability to earmark projects, this effectively restricts the autonomy of state government. Nor do the authors expect this scenario to change, even though a former state governor will become President in 2000. Moreover, it appears likely that each of the three principal parties will seek to ensure that the federal government remains the dominant actor in Mexico's New Federalist system - in spite of "bringing the states back in."
