<p>In September 1989, dogs and sheep died at Rutland Water following the ingestion of a scum of toxic blue-green algae. The NRA therefore undertook the first major national appraisal of blue-green algae throughout England and Wales. Their report describes the results of the 1989 survey and looks at how events were managed. Recommendations are made for future management, monitoring, research and development. It also reviews blue-green algal toxins, the factors which affect blue-green algal bloom production and approaches to controlling algal populations.</p>

<p>This report is the first in a series. It covers the NRA's role in assessing, for Paris Commission (PARCOM) and North Sea Conference Declaration (NSCD) purposes, the loads of particular contaminants discharged to the seas around England and Wales and explains the data collected during the 1990-1993 calendar years. There are 8 chapters plus an executive summary and appendix. The contamination of the sea by dangerous substances is outlined, together with the controls imposed and the NRA's role in that control. Chapter 6, the main chapter, looks at 9 representative contaminates (5 metals, 2 nutrients and 2 organics), showing how loads have varied over the years and where the major loads arise. The report finishes by looking at the European perspective and future actions.</p>
