International migration has reached the top of the global political agenda. In addition to nations and regional groups, the larger international community is struggling with the question of how best to manage international migration, especially with regard to development and human rights. There is little agreement on what should be done or, indeed, whether this is even an appropriate topic for discussion and recommendations at the multilateral level. For instance, migration has not been on the agenda of the United Nations as a global intergovernmental conference in the same way as conferences on the environment, urbanization and womens issues, among others.

International Migration, particularly from developing countries, has continuously grown in magnitude and complexity. The four volumes in this series are the outcome of an IOM research project carried out in the 1990s, with the support of the UN Population Fund (UNFPA), when widespread concern was being expressed about the increasing numbers of refugees, irregular migrants and asylum seekers in many parts of the world. In order to understand the complexity and magnitude of the process, research focused on both the nature and the reality of the migration option for persons in developing countries, as well as the decision-making processes of those who did emigrate (i.e. why some persons emigrate but others in similar circumstances do not, where they go and the channels they utilize to get there). The purpose of the research was to address the root causes of migration especially as it relates to poverty; to encourage cooperation and dialogue between origin and destination countries and to facilitate the reintegration process of returning migrants.

Emigration Dynamics in Developing Countries Volume II: South Asia

The purpose of the World Migration Report is to provide an authoritative account of contemporary trends, issues, and problems in the field of international migration. For the first time, a comprehensive review of trends in international migration in each major region of the world is presented together with a discussion of some of the main migration policy issues now facing the international community. The book is divided into two parts. The first examines the scale of migration and characteristics of international migrants, the types of movements now underway, the factors that contribute to migration, the global context in which these movements occur, and the policy issues associated with these trends. The second part reviews migration trends and recent policy developments in major migration regions of the world. In nine separate regional chapters, trends in immigration and emigration are examined along with such key issues as the integration of migrants, the consequences of irregular migration, and the extent of interregional cooperation between states.

The report is a compilation of documents presented at the Seminar entitled Conflict Resolution: Confidence-building and Peace Enhancement Among Somali Women, held in Hargeisa, Somaliland,in March 2001. The seminar brought together national and international women activists to develop a programme for women's peace-building activities in the country.The seminar briefing papers also offer an account of peace processes in South Africa, the Democratic Republic of Congo and Lebanon. Conflict Resolution, Confidence-building and Peace Enhancement among Somali Women

Migration and development are two complex and interrelated issues. While migration is frequently caused by underdevelopment, it may also present a vehicle to foster development and a means of escape from poverty.
