California leads every state in the nation as a destination for undocumented immigrants. The Immigration and Naturalization Service estimates that almost half of the undocumented population in the United States resides in California. Yet, the precise numbers remain elusive, and estimating the annual change in the size of this population is even more difficult. Using a variety of data and assumptions about population change, the author develops the first systematic estimates of annual changes in the net flow of undocumented immigrants to California. Although the range of the various estimates is sizable, the pattern over time is consistent across a widely differing set of assumptions.

Controlling unauthorized immigration along the U.S.-Mexican border has become an increasingly important national objective. Despite initial bipartisan support for this strategy, concerns about its effectiveness are beginning to emerge. This report addresses the following questions: Has increased border enforcement changed decisions to migrate? Has it changed where and how people cross the U.S.-Mexican border? Has it led to an increase in migrant deaths? Has it altered how long immigrants stay once they arrive? Has it reduced the total number of unauthorized immigrants living in the U.S.? The fastest-growing region of California is the Inland Empire of Riverside and San Bernardino Counties, home to more people than live in Oregon. By 2015, almost 5 million will inhabit this vast and varied region. In this report, PPIC researchers Hans Johnson, Deborah Reed, and Joseph Hayes examine several likely characteristics of the Inland Empire in 2015, including the expected population makeup and economic conditions. Among their findings: a shift in ethnicity to majority Latino and a modest improvement in the educational profile of the region's population.
