Contains detailed information on the various appropriations and funds that constitute the budget and is designed primarily for the use of the Appropriations Committee. The Appendix contains more detailed financial information on individual programs and appropriation accounts than any of the other budget documents. It includes for each agency: the proposed text of appropriations language, budget schedules for each account, new legislative proposals, and explanations of the work to be performed and the funds needed, and proposed general provisions applicable to the appropriations of entire agencies or group of agencies. Information is also provided on certain activities whose outlays are not part of the budget totals.

The Office of National Drug Control Policy sponsored research to update previously published estimates of illegal drug availability on the streets of the United States based on both demand and supply data indicators. The demand-based methodology, published as What America’s Users Spend on Illegal Drugs (WAUSID), estimates the magnitude of drugs in the United States by calculating consumption based on surveys of drug use prevalence and frequency. The supply-based methodology, published as Drug Availability Estimates in the United States (DAEUS), estimates the magnitude of drugs in the United States based on supply indicators such as production estimates and seizures. This foreword integrates results of these updates.  Trends in the demand and supply-based availability should correlate to trends in the drug consequences (e.g., drug poisonings, drug treatment) in the United States. Figure FW.1 shows the number of reported primary drug treatment admissions for cocaine, heroin, marijuana, and stimulants (which includes methamphetamine) from 1998 through 2006. Cocaine admissions reached a low in 2001, then rose slightly to 263,000 in 2006. Heroin admissions peaked in 2002, then fell slightly in 2006. Marijuana admissions rose steadily from 1998 to 2002, then plateaued through 2006. Treatment admissions for stimulants rose from 1998, until peaking in 2005, then dropped slightly in 2006. Where differences occur between trends in the availability estimates and consequences, potential explanations will be discussed. Based on this evidence, expectations are that methamphetamine availability and use increased over most of 2001 through 2006. For the other drugs, availability and use were relatively constant, although cocaine use may have increased and heroin use may have decreased. Expected changes are not large.

Cities are beginning a new era of change. From 1920 to 2010 many U.S. cities “hollowed out” as suburbs grew faster than their urban cores. The trend started reversing in 2011 as Millennials and Baby Boomers looking for social connections and convenience settled in urban neighborhoods. Accompanying the resurgence of residential cities are complex and persistent urban challenges, including resilience against climate change and natural disasters. This report focuses on the technologies that shape some key infrastructures and economic activities, as opposed to those involved in delivering education, health care, or social services. As described in Chapter 2 of the report, technological advances promise to improve the environments in which people live and the services that city governments and companies offer.Cleaner energy technologies, new models of transportation, new kinds of water systems, building-construction innovation, low-water and soil-less agriculture, and clean and small-scale manufacturing are or will be available in the near future. These options, which are summarized in the Table of City Infrastructure Technologies, are evolving through private-sector commercialization and implementation plus university and National Laboratory research and development (R&amp;D) in concert with city governments.

Published and needed studies for pattern-based forensic science methods What studies have been published in the past 5 years that support the foundational aspects of each of the pattern-based forensic science methods, including (but not limited to) latent print analysis; firearms/toolmarks; shoe/tire prints; bitemark analysis; questioned documents? What studies are needed to demonstrate the reliability and validity of these methods? Have studies been conducted to establish baseline frequencies of characteristics or features used in these pattern-based matching techniques? If not, how might such studies be conducted? What publicly accessible databases exist that could support such studies? What closed databases exist? Where such databases exist, how are they controlled and curated? If studies have not been conducted, what conclusions can and cannot be stated about the relationship between the crime scene evidence and a known suspect or tool (e.g., firearm)? How is performance testing (testing designed to determine the frequency with which individual examiners obtain correct answers) currently used in forensic laboratories? Are performance tests conducted in a blind manner? How could well-designed performance testing be used more systematically for the above pattern-based techniques to establish baseline error rates for individual examiners? What are the opportunities and challenges for developing and employing blind performance testing? What studies have been published in this area? What are the most promising new scientific techniques that are currently under development or could be developed in the next decade that would be most useful for forensic applications? Examples could include hair analysis by mass spectrometry, advances in digital forensics, and phenotypic DNA profiling. What standards of validity and reliability should new forensic methods be required to meet before they are introduced in court? Are there scientific and technology disciplines other than the traditional forensic science disciplines that could usefully contribute to and/or enhance the scientific, technical and/or societal aspects of forensic science? What mechanisms could be employed to encourage further collaboration between these disciplines and the forensic science community?
