The Third Edition is updated to take account of new developments in the law and new regulations and cases where applicable. Some areas of particular interest will be recent developments in the international law of species protection and the WTO's recent "dolphin safe" label ruling, as well as the continuing saga of regulation (or not) of greenhouse gas emission under the Clean Air Act. The Third Edition will also emphasize the Obama Administration's new approach to environmental justice and present students with a relatively recent environmental case for the EPA's Environmental Appeals Board involving the operations of the Clean Air Act in Alaska. 
 The Third Edition makes a concentrated effort to provide students and professors with "The Rest of the Story" -- the aftermath of cases and their continuing implications. In addition, the materials for professors will strive to provde professors with links to appropriate and short web videos for most days of class, to demonstrate to students how environmental law events play out in politics and culture. This study explores the history of tramp-shipping in the United Kingdom, between 1750 and 1914. It defines 'tramp' as steamships exclusively hulled with iron or steel. The purpose of the journal is to keep the history of tramp-shipping from fading into obscurity, as the author believes the tramp steamer does not invoke sentimentality nor provide enough glamour to sustain the same level of maritime interest enjoyed by sailing ships or ocean liners. The study is split into four major sections, the first concerning tramp-shipping, ownership, and capital formation; the second concerning trade, specifically copper ore and African guano; the third studies tramp seamen - particularly sea masters; and the final and largest section considers individual tramp-shipping regions, further subdivided by region - Wales, the Northwest, the West Country, the Northeast, the Southeast, and Canada. The volume is punctuated with statistics, tables, charts, glossaries, and concludes with a bibliography of author Robin Craig's further maritime writing.

In this second edition of a landmark book, author Robin Kundis Craig explores the structural implications for water quality regulation when the primary federal statute for regulating water quality―the Clean Water Act―operates in a context complicated by a variety of constitutional requirements and dictates. After examining the Supremacy Clause, constitutional interstate common law, federal sovereign immunity, the Commerce Clause, the Fifth Amendment’s “taking” clause, the Eleventh Amendment, and the separation of powers principles, Craig concludes that constitutional law has had a more significant effect on the Act’s intent to involve citizens in public interest enforcement than on the Act’s basic structure of “cooperative federalism.” This second edition thoroughly updates the first edition, particularly in areas where the Supreme Court has issued significant new decisions. For example, it includes discussions of the Court’s 2006 decision in Rapanos v. United States plus the important recent developments in Commerce Clause jurisprudence. Other noteworthy additions include Clean Water Act takings jurisprudence, new discussions of “increased risk” as a basis for citizen suit standing, and the issue of state citizen suit standing after Massachusetts v. EPA. As Craig reveals, more kinds of constitutional issues have been litigated more often around the Clean Water Act than around any other federal environmental law. Craig argues that environmental constitutional jurisprudence may have progressed to the point where the structure of the Constitution impedes necessary solutions to pressing environmental issues. She concludes by proposing a structural amendment to the Constitution that would restore Congress’s vision of citizen participation in environmental law.
