The Strategic Highway Research Program (SHRP) was established by Congress in 1987 as a five year, $150 million research program to improve the performance and durability of United States roads and to make these roads safer for both motorists and highway workers. $50 million of the SHRP research funds were used for the development of performance based asphalt specifications to directly relate laboratory analysis with field performance. Superpave (Superior Performing Asphalt Pavements) is a product of the SHRP asphalt research. The Superpave system incorporates performance based asphalt materials characterization with the design environmental conditions to improve performance by controlling rutting, low temperature cracking and fatigue cracking. The three major components of Superpave are the asphalt binder specification, the mixture design and analysis system, and a computer software system. This manual is devoted to the Superpave asphalt binder specification and the tests that it uses to characterize asphalt binders. The Superpave binder specification and many of the tests are currently "provisional" and are being evaluated for incorporation into federal, state, and local specifications. The manual is current at the time of printing.
