Because of the seamlessly international nature of the Internet, effective cyber security demands close cooperation with allies and friends overseas. Yet, because of the relatively young status of the discipline, national approaches to organizing and providing for cyber defense vary widely even among those countries whose interests are most closely aligned with those of the United States. The result is that the bodies and structures responsible for cyber defense, and their affiliations and mandates, can be difficult to understand. In this Letort Paper, British cyber policy researcher Keir Giles and German computer security specialist Kim Hartmann provide an overview of four different national approaches to cyber defense: those of Norway, Estonia, Germany, and Sweden. While providing a useful guide for engagement with the relevant governmental and other organizations in each of these countries, the Paper also compares and contrasts the advantages and drawbacks of each national approach.

During a recent address to the National Defense University on U.S. counterterrorism strategy, President Barack Obama cautioned that "we must define the nature and scope of this struggle, or else it will define us." His comments hinted at the dramatic transformations of the U.S. military and national security apparatus since September 11, 2001 (9/11). Notable among these have been a new operational emphasis on the threats posed by nonstate actors and individual combatants. This trend represents a major shift from the Cold War era paradigm focused primarily on conventional threats from state-based adversaries. This strategic reprioritization has evolved into new military doctrines focused on the task of defeating networks rather than formations and technical innovations designed for identifying, screening, and targeting individual combatants on the battlefield.

The Rise of Iwar: Identity, Information, and The Individualization of Modern Warfare

This manuscript examines the increasingly important form of rivalry and statecraft that has become known as "gray zone strategies." In regions from Eastern Europe to the South China Sea, such tactics in the hands of ambitious regional powers pose a growing challenge to U.S. and allied interests. This monograph aims to provide a broad introduction to the issue to help leaders in the U.S. Army and the wider joint Department of Defense and national security community better understand this challenge. Dr. Michael Mazarr, a Senior Political Scientist at the RAND Corporation and Associate Program Director of the Army's Arroyo Center there, defines the issue, examines the most notable current cases of gray zone strategies, offers several hypotheses about the nature of this form of conflict, and suggests a number of policy responses. The monograph emphasizes that many gray zone tools and techniques have been employed for centuries.

Mastering The Gray Zone: Understanding A Changing Era of Conflict

The authors argue that gray zone challenges are unique defense-relevant issues sharing three common characteristics-hybridity, menace to defense and military convention, and profound and paralyzing risk-confusion. This report and its authors offer an important opening venture into a vexing strategic question for senior defense and military leadership on the subject of gray zone threats. Namely, how can the American defense enterprise adjust to an era of relentless revisionist and rejectionist opposition to U.S. power? On the one hand, purposeful U.S. competitors pursue meaningful revision of the U.S.-led status quo through campaign-quality combinations of influence, intimidation, coercion, and aggression.

Outplayed: Regaining Strategic Initiative In The Gray Zone

U.S. political and military difficulties in Iraq have prompted comparisons to the American war in Vietnam. The authors conclude that the military dimensions of the two conflicts bear little comparison. Among other things,the sheer scale of the Vietnam War in terms of forces committed and losses incurred dwarfs that of the Iraq War. They also conclude; however, that failed U.S. state-building in Vietnam and the impact of declining domestic political support for U.S. war aims in Vietnam are issues pertinent to current U.S. policy in Iraq.

Since its occupation of Crimea, Russia has adopted an aggressive and often belligerent approach to the nations on its borders. The on-going war against Ukraine and its occupation of large portions of Georgian territory demonstrates this increasingly hostile foreign policy.
