North Korea is a country of paradoxes and contradictions. Although it remains an economic basket case that cannot feed and cloth its own people, it nevertheless possesses one of the world's largest armed forces. Whether measured in terms of the total number of personnel in uniform, numbers of special operations soldiers, the size of it submarine fleet, quantity of ballistic missiles in its arsenal, or its substantial weapons of mass destruction programs, Pyongyang is a major military power. <p>This volume addresses how the leadership of China and the PLA view what size of PLA best meets China's requirements. Among other things, this analytical process makes important new contributions on the question of PLA transparency, long an issue among PLA watchers. A great deal of emphasis has been put on understanding not only how, but also why a military modernizes itself. Some of the determining factors are national policies and strategy, doctrine, organizational structure, missions, and service cultures. While this list is not exhaustive, it does begin to paint a picture of just how broad and deep military interests run. It is important when we look at the structure and strategy for growth within the Chinese military that we see the world as China sees it. We need to see a world in which the "Taiwan issue" as well as that of North Korea and others are not viewed as short-term concerns, but fit into how China sees itself in a long-term leadership role in the region and in the world.</p>

Fueled by double-digit growth in spending in recent years, China's People's Liberation Army (PLA) has undergone a staggering transformation from an anachronistic, unwieldy vestige of the Mao era to a more mobile and high-tech military force. The PLA's capabilities have increased in tandem with China's rising power and expanding national interests, and have seen the force involved in an increasing number and variety of missions at home and abroad, in addition to its traditional focus on contingencies in the Taiwan Strait. Such missions have included disaster and humanitarian relief, United Nations peacekeeping operations, counterterrorism, cyber security and anti-piracy, among others.These new or enhanced PLA missions suggest many important questions:  How do these expansive new missions affect the evolution of the PLA's objectives and capabilities? Are they accompanied by new PLA doctrines for their use? How will they affect the security environment of the Asia Pacific and beyond?
