The authors in this volume discuss the changing role of small firms in the modern economy from different angles. Bo Carlsson pays attention to the introduction of flexible automation. He explains that this change of technology has resulted in a decrease of the size of firms. Zoltan Acs argues that small firms play an important role in the experimental phase of innovations in product and process. Roy Thurik mentions in his contribution a series of trade-offs between favourable and negative effects of economies of scale and scope. Most of his arguments are referring to the sphere of distribution: transport costs and characteristics of consumer preferences. The authors provide statistical information about production activities of large and small firms. The evidence points without exception in one and the same direction; they agree on the conclusion that in recent years the small firm has become more important as employer and producer. Or to say it the other way round: in most industrialized countries the position of the large firms has been weakened.

The Global Entrepreneurship and Development Index both captures the context features of entrepreneurship and fills a gap in the measurement of development. Building on recent advances in entrepreneurship and economic development, the authors have created an index that offers a measure of the quality of the business formation process in 118 of the most important countries in the world. The authors expertly capture the contextual feature of entrepreneurship by focusing on entrepreneurial attitudes, entrepreneurial abilities and entrepreneurial aspirations. The data and their contribution to the business formation process are supported by three decades of research into entrepreneurship across a host of countries. The unique index construction of individual and institutional measures integrates 31 variables from various data sources into 14 pillars, three sub-indexes and a 'super index'. The relationship between entrepreneurship and economic development appears to be more or less mildly S-shaped. The findings suggest moving away from simple measures of entrepreneurship across countries illustrating a U-shaped or L-shaped relationship to more complex measures, which are positively related to development. The model has important implications for development policy. Three major international research projects that track data on global institutions in most countries do not track the firm formation process and do not correlate with measures of the firm formation process. For example, the self-employment rate published by the OECD correlates negatively with the Global Competitiveness Index, the Index of Economic Freedom and the Ease of Doing Business. What does this negative relationship mean? Does less economic freedom mean more entrepreneurship? What about the difficulty of starting a business? The Global Entrepreneurship Index (GEINDEX) addresses this paradox in the economic development literature. Building on previous measures of entrepreneurship, the authors define the basic requirements for construction of an entrepreneurship index. • The index should be sufficiently complex to capture the multidimensional feature of entrepreneurship. • There should be indicators referring to quality-related differences. • The index should incorporate individual level as well as institutional variables. The Comparison of the Global Entrepreneurship Monitor and the Global Entrepreneurship and Development Index Methodologies has four aims: (1) to provide a comprehensive comparison of the GEM and GEDI approaches by using both methods side by side to analyze entrepreneurship development; (2) to offer the GEM community a useful example on how the GEM and the GEDI methodologies can be successfully combined to allow for a more in-depth country analysis of entrepreneurial performance; (3) to provide a comprehensive summary of Hungary's entrepreneurial performance from 2006-2010; and (4) to demonstrate the policy applications of the GEDI Index.
